Section 3 Information

Section 3 is a provision of the Housing and Urban Development Act of 1968. The purpose of Section 3 to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.

Property Manager

Under general supervision of the Director of Housing, performs responsible paraprofessional work in the management of housing communities for the Authority.  Responsible for the overall operation and physical and financial performance of housing projects and maintaining housing that meets the standard of safe, sound, quality housing.

Housing and Community Development Specialist
SALARY RANGE:        $44,132.40 – 67,152.67

Under general direction of the Director of Community Development, manages functions related to all local, state and federal and private grant programs for community development and related activities.  Responsibilities to include implementation, operation, compliance and reporting for all grant programs. 

Family Self-Sufficiency Coordinator
STARTING SALARY   $39,826.80

Under the direction of the Resident Programs Manager, performs responsible administrative work managing, coordinating, developing, and implementing the Authority’s resident initiatives programs as well as other programs designed to provide resident self-sufficiency through education, job training, childcare, and job placement opportunities for public housing residents.  This is a grant funded position.

HCV Portability Specialist

Under general supervision performs a variety of duties pertaining to the occupancy and eligibility of applicants porting in, porting  out  and movers in the Chesapeake Redevelopment and Housing Authority (CRHA) Housing Choice Voucher (HCV) Program; plans, organizes, and conducts applicant interviews, briefings and documents processes including leases and contracts in relation to applicants porting in to CRHA; advises participants and property owners on Housing Authority policies, regulations, guidelines and procedures; performs account reconciliation, billing and collection work in relation to the portability side of the HCV Program and maintains appropriate documentation.

HVAC/Maintenance Mechanic

Under the supervision of the Maintenance Supervisor, is responsible for the performance of the most complex maintenance functions in the maintenance, renovation and repair of buildings, and equipment owned and operated by the Authority, both residential and commercial. 

Maintenance Mechanic I
SALARY RANGE:        $37,674-57,325.45

An employee in this classification performs skilled and some intermediate work in a variety of trades in the maintenance, renovation and repair of buildings, equipment, and grounds under the supervision of the Maintenance Supervisor.
